A guest lecture on the discipline "State Budget" was held at the Finance Department for undergraduate students of the "Finance" educational programme.
A lecture on the topic "Budget Deficit, Government Borrowing, and Public Debt" was delivered by Ph.D. in Economics Birmаgambetov T.B. (Kazakhstan Branch of Lomonosov Moscow State University). Talgat Birmаgambetov is a specialist with many years of experience in the field of the fiscal and budgetary system.
During the lecture, key aspects of budget deficit, state borrowing, and public debt management in Kazakhstan and foreign countries were examined. Special attention was given to practical mechanisms of borrowing and debt policy within the budget system.
The lecture was conducted in a dialogue-and-discussion format with a presentation and illustrative examples, enabling students to gain a deeper understanding of basic financial categories and to become acquainted with real-world practices of public debt management.
