An Open Class on Pre-Trial Proceedings for Esil University Students

As part of the academic curriculum, second-year master's student of the Academy of Law Enforcement Agencies under the Prosecutor General's Office, Senior Lieutenant of Civil Protection Aluadin Ramazan Sakenuly, with the support of Candidate of Legal Sciences, Associate Professor Karipova Assel Yessengeldinovna, conducted an open class for students of Esil University.

The objective of the session was to enhance students' knowledge of the role of the State Fire Service in pre-trial proceedings. Participants were briefed on the legal status of fire service bodies as investigative authorities, their procedural powers, and the procedures for examining fire scenes and collecting evidence.

In the second part of the session, participants were introduced to international practices: the HSE model of the United Kingdom, the concept of the "competent authority" of the European Union, and the experience of the United States, where fire inspectors possess the powers of law enforcement officers. The possibilities of adapting these approaches to the conditions of Kazakhstan were examined.
