Extract from the Rules for the Competitive Filling of Positions of Faculty and Research Staff.

4.1. Persons wishing to participate in the competition submit an application (in accordance with Appendix 1 to these Rules) addressed to the Rector of the University. The following documents are attached to the application:

  1. personnel record form; a document confirming employment history;
  2. copies of diplomas (higher education; academic degree; document on academic title – if available) and originals for verification;
  3. copies of retraining and professional development certificates (if available) and originals for verification;
  4. list of scientific publications and inventions (if available);
  5. a medical record book and the original or a copy of the document confirming completion of fluorography, approved by Order No. 907 of the Acting Minister of Healthcare of the Republic of Kazakhstan dated November 23, 2010 (registered in the Register of State Registration of Regulatory Legal Acts under No. 6697);
  6. a certificate of the presence or absence of records, issued by the Committee on Legal Statistics and Special Records of the General Prosecutor's Office of the Republic of Kazakhstan, concerning the commission of a criminal offense by the person;
  7. a certificate from a narcological organization confirming that the competition participant is not registered with it, in the form specified in Annex 1 to the state service standard "Issuance of a Certificate from a Narcological Organization," approved by Order No. 272 of the Minister of Healthcare and Social Development of the Republic of Kazakhstan dated April 27, 2015 (registered in the Register of State Registration of Regulatory Legal Acts under No. 11304) (hereinafter — Order No. 272);
  8. a certificate from a psychoneurological organization confirming that the competition participant is not registered with it, in the form specified in Annex 1 to the state service standard "Issuance of a Certificate from a Narcological Organization," approved by Order No. 272.

Submission of an incomplete set of documents according to the list provided for in this paragraph may serve as grounds for refusal to accept the application.

If the competition participant is an employee of the University, then if the documents are already on file with the HR Department (for example, a copy of the higher education diploma, etc.), resubmission is not required.

The competition participant has the right to submit additional information concerning their education and professional level (a list of scientific publications, recommendations from the management of a previous place of work), as well as documents confirming work experience and qualifications.

4.2. The competition participant's application is forwarded, bearing the Rector's signature, to the Commission (Annex 1).

4.3. On the basis of the application, the Commission includes the prospective candidate in the list of candidates for vacant positions.

Competition Procedure

5.2. The University:

  1. makes the decision to hold the competition;
  2. determines the date and venue of the competition;
  3. accepts, registers, and stores the documents submitted for participation in the competition;
  4. organizes the meeting of the Commission.

5.3. Competition participants are persons who have submitted the required documents before the document submission deadline specified in the announcement.

5.4. The competition for filling faculty (teaching staff) positions at higher education institutions is conducted on the basis of an interview, during which knowledge is assessed in accordance with the approved "Qualification Characteristics of Teaching Staff Positions of the Esil University Institution" for each position, in order to determine the level of professionalism.

5.5. The purpose of the interview is to assess the professional and personal qualities of candidates, taking into account the qualification characteristics and the specifics of the University's fields of study in the relevant specialties for the vacant position for which the competition has been announced.

5.5.1. The results of the interview are entered into the evaluation sheet in accordance with Annex 2 to these Rules.

5.6. After that, the Competition Commission (CC) decides whether to conduct an open or secret vote on the competitive selection for filling vacant faculty positions. In an open vote, the CC's decision is made on the basis of the evaluation sheet results by a simple majority of votes of the total number of CC members. In the event of a tie, the vote of the CC Chair is decisive. A CC meeting is considered valid if at least two-thirds of the total number of CC members participate. The course of the discussion and the decision made by the CC are documented in minutes signed by all members and the secretary of the CC. CC members holding a dissenting opinion, should they express it, set it out in writing, and it is attached to the minutes.

5.7. In the case of a secret vote, the CC decides to include the candidate on the ballot for the secret vote on competitive selection for the position, in accordance with Annex 3 to these Rules (hereinafter — the Ballot).

5.8. Agreement or disagreement with a candidate is expressed with the words "agree" or "disagree" next to each candidate's surname. A ballot in which no surname has been crossed out, in the case of two or more applicants competing for one position, is deemed invalid.

5.9. To count the votes, before the start of the secret vote the CC elects from among its members a counting commission consisting of at least three commission members.

5.9.1. The counting commission announces the voting results for each candidate.

5.9.2. The minutes of the counting commission are approved by the CC and attached to the competition materials.

5.10. A decision of the CC during the competition is valid if at least 2/3 of its members present participated in the vote.

5.11. A candidate receives a positive conclusion if the majority of the commission members present voted for them. In the event of a tie, the vote of the Commission Chair is decisive. A Commission decision made by secret vote is final if it was made in compliance with these Rules.

5.12. Based on the results of the secret vote, the Commission prepares recommendations for each applicant for the vacant position with the wording "recommended to the Rector of the higher education institution" or "not recommended to the Rector of the higher education institution" for concluding an employment contract. The Commission secretary informs the persons who participated in the competition of its results and the CC's recommendations.

5.13. The conclusion of the employment contract/supplementary agreement takes place after the conclusion of the Commission's meetings and the decision of the Rector of the higher education institution, but no later than 10 calendar days from the date of the corresponding CC decision.

5.14. Based on the results of the competition for filling faculty positions at higher education institutions, an employment contract is concluded with the University's teaching staff for a term of up to 3 years (for holders of academic degrees) and no less than one year (for those without academic degrees and for employees who have reached retirement age), but no more than 2 years.

5.14.1. If the competition is held during the academic year (September–June), the employment contract for teaching staff without academic degrees and for employees of retirement age is concluded for more than 1 year (until August of the following year).

5.14.2. Based on the results of the competition for filling faculty positions at higher education institutions, for persons who have passed the competition for teaching positions for the first time (with or without academic degrees), an employment contract is concluded for a term of no less than one year.

5.15. For persons hired to teaching positions for the first time (with or without academic degrees), the probationary period is three months. If the instructor's performance during the probationary period is unsatisfactory, the University has the right to terminate the employment contract with them, notifying them in writing and indicating the reasons that served as grounds for termination of the employment contract. If the probationary period has expired and neither party has given notice of termination of the employment contract, the instructor is considered to have passed the probationary period.

Appeal procedure and sample application

6.1. Competition participants and candidates may, insofar as it concerns them, review the competition documents and the Commission's decisions.

6.2. Competition participants and candidates have the right to appeal the Commission's decision in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
