The aim of the project is to develop a methodological toolkit that makes it possible to assess the impact of the externalities of agglomeration processes on the development of innovative entrepreneurship, and, based on scientific conclusions, to develop practical recommendations for assessing agglomeration externalities and the effectiveness of their use in the interests of the enterprise's innovative development, as well as for harnessing new opportunities to enhance their competitiveness through the application of interdisciplinary approach principles.

In 2022, the following were resolved:

1. Existing approaches to assessing the development of agglomeration and innovative entrepreneurship have been systematized. Aspects and indicators have been identified.
2. A content analysis was conducted of Kazakhstani and foreign legal and economic foundations for stimulating innovative entrepreneurship in agglomerations
3. Factors and external effects of agglomeration in Kazakhstan, aspects and indicators have been identified.

To achieve the set goal, the following tasks are planned to be completed in 2023:

1. To conduct an analysis of the theoretical and methodological aspects and the established approaches to assessing the development of the agglomeration and innovative entrepreneurship (intellectual, production-technological, information, research, and investment).
2. To assess the quantitative and qualitative state of innovative entrepreneurship in agglomerations taking into account external effects, and to determine the key vectors of innovative development.
3. To develop scientific and practical recommendations for the development of innovative entrepreneurship within the agglomeration, taking externalities into account.

As a result of the project implementation:

1. The existing approaches to assessing the level of agglomeration development and innovative entrepreneurship have been systematized;
2. A comparative analysis was conducted of the Kazakhstani and foreign legal and economic foundations for stimulating innovative entrepreneurship in agglomerations;
3. A methodological toolkit has been developed that allows assessing the impact of agglomeration externalities on the development of innovative entrepreneurship

List of published works in accordance with the calendar plan for 2023

In 2024, the following tasks were addressed:

1. To develop scientific and practical recommendations for the development of innovative entrepreneurship within the agglomeration, taking externalities into account.

In the course of work on developing innovative entrepreneurship within an agglomeration taking into account externalities, an analysis was conducted of the key factors influencing innovation activity, including access to resources, the impact of competition, and the degree of cooperation among participants in the agglomeration space. A conceptual model was developed describing the interaction between entrepreneurial structures, scientific institutions, and government support, as well as their combined impact on innovation dynamics. Based on the data obtained, practical recommendations were formulated, including infrastructure development, incentives for cooperation, and mechanisms for reducing barriers, aimed at strengthening the competitiveness and sustainability of innovative entrepreneurship in agglomerations.

3.1. Development of simulation modeling of the impact of agglomeration effects on the development of innovative entrepreneurship

A simulation model of the impact of agglomeration effects on the development of innovative entrepreneurship has been developed.

A detailed analysis of agglomeration effects was carried out, taking into account the specifics and factors inherent in the agglomerations of Kazakhstan. The main economic, social, and infrastructural components that promote and hinder the development of innovative entrepreneurship in these territories were identified.

Next, based on an analysis of data on entrepreneurial activity and innovative projects, a conceptual model was formed that describes the main interrelationships between agglomeration effects and innovative activity. This model took into account such aspects as the concentration of capital, the density of the network of entrepreneurial ties, access to specialized labor resources, and the mutual influence of enterprises operating in related fields.

3.2 Development of practical recommendations for minimizing the negative impact on the development of innovative entrepreneurship and for harnessing new opportunities to enhance its competitiveness along the main strategic directions of entrepreneurship development in the context of agglomeration.

Practical recommendations have been developed for government agencies to make innovative management decisions. A final report on the research project has been prepared.

In the process of carrying out the task, a comprehensive analysis was conducted of the factors hindering entrepreneurial activity, and strategic directions capable of strengthening the competitive advantages of entrepreneurial structures were identified. Key barriers and challenges were determined, among them infrastructural limitations, a high level of competition for resources, and insufficient access to innovation clusters. Based on these data, recommendations were formulated aimed at overcoming the indicated obstacles and optimizing the interaction among agglomeration participants. In particular, measures were proposed to improve transport and technological infrastructure, to stimulate cooperation between enterprises and educational institutions, and to introduce innovation support programs oriented toward strategic industries with high potential for growth and value creation.

The aim of the project is to develop a regional model for managing the social and labor mobility of youth, which serves as a strategic resource for the development of socio-economic systems.

Task 5. Development of an algorithm for analyzing youth unemployment to conduct a comprehensive analysis of youth unemployment in the region, identifying the role and positions of labor market participants

Task 6. Examining theoretical and methodological approaches to understanding the social and labor potential of youth in order to summarize them and clarify the content and structure of the concept of "the social and labor potential of youth"

Task 7. Studying the structure of the region's labor potential and approaches to its assessment for developing a comprehensive methodology for determining the social and labor potential of the region's youth

Task 11. Determining the socio-economic state of Zhambyl Region in order to establish conditions for economic impact on the social and labor mobility of youth

Task 12. Studying the theoretical models of social stratification and mobility presented at various levels of society, as well as aspects of social stratification and mobility in order to identify their main characteristics

Task 13. Conducting a survey to determine the influence of gender differences, parents' social status, and their financial situation on the choice of channels of upward and downward social mobility

Task 14. Study domestic and foreign scientific literature concerning labor mobility, with the aim of analyzing approaches to understanding labor mobility and developing an approach to studying labor mobility that better corresponds to contemporary reality

Task 15. Conducting a survey at major enterprises in the region to identify the causes, conditions and opportunities for labor mobility

Objective 16. Studying statistical reporting to determine the dynamics and intensity of internal and external migration in the country's regions

Task 17. Conducting a survey to identify factors of social and labor mobility of youth in a subsidized region, and to develop an original classification of social and labor mobility of youth

Task 18. Analysis of existing concepts concerning professional mobility, in order to identify factors in the development of young people's professional mobility and to develop mechanisms for regulating professional mobility

The aim of the project is to develop a model of the social-labor and economic behavior of various age groups of young people that contributes to achieving the country's long-term priority development goals.

Project objectives

Objective 1. To study the theoretical and methodological foundations of the problem under investigation in order to systematize and generalize its key concepts

Task 2. To analyze the main methodological approaches to examining the essence of social and labor stereotypes, which will make it possible to study the labor behavior stereotypes of youth groups in greater depth

Task 3. To develop a sociological research program with the aim of determining the value orientations, social attitudes, and life goals of various age groups of young people (high school students, college and university students, working youth)

Task 4. Conduct an analysis of the value orientations, social attitudes, and life goals of young people living in rural and urban areas, which allows establishing the differences and similarities in their socio-labor and economic behavior.

Task 5. Conduct a survey among young people in the cities of Aktau (a high-income region with a positive migration balance), Taraz (a subsidized region with a negative migration balance), and Nur-Sultan (the capital of the republic, a large metropolis with a positive internal migration balance) in order to establish the relationship between the value orientations and social attitudes of young people and the standard of living of the population.

Task 6. Data collection in secondary schools of Akmola, Mangistau, and Zhambyl regions to determine the specifics and possibilities of career guidance for high school students, to establish the features of career guidance work, with the subsequent development of a model for the career guidance of high school students

Task 7. To study the features of the professional and labor adaptation of university student youth, to analyze the problems of relationships between the working student, employers, and the higher education system in order to identify the real content of the professional and labor values of student youth, and to single out stable dominants in the consciousness of working students.

Task 8. Examine the main trends in the changing of labor stereotypes during the establishment of market relations, and identify contradictions in the system that determines the labor behavior of young workers, which makes it possible to reasonably determine the degree of prevalence of specific models of labor behavior.

Task 9. To study the influence of digital communications on the formation of professional culture and the social model of behavior among young people, with the aim of determining the scale, direction, and effectiveness of the impact of digitalization, establishing the specifics of professional and socio-cultural adaptation under conditions of intensive development of digital technologies, and identifying the constructive and destructive effects of digitalization in the process of internalizing the values, norms, and strategies of professional behavior.

Task 10. To investigate approaches to analyzing economic behavior, followed by determining the level of material well-being of working youth and identifying the model of economic behavior that has become the most widespread among young people

Task 11. To analyze approaches to examining individuals' life strategies; to identify latent factors influencing the formation of life goals and values of youth, with the aim of determining types of life strategies based on socio-professional values and developing an algorithm for diagnosing the life goals of young people

Task 12. Assess the consequences of the influence of transformations in life goals and value orientations on the type of model of socioeconomic behavior of a participant in economic activity, in order to identify the main directions for improving the state's youth policy, taking into account the social, labor, and economic behavior of young people.

Project area: The study aims to analyze current practices in the taxation of income and property, to assess the factors determining their formation, and to develop recommendations for improving the effectiveness of tax regulation instruments for income that help mitigate social inequality.

To achieve the stated goal, the following tasks were carried out:

1. To study the theory and global experience of the functioning of tax regulation of income, to substantiate the conceptual foundations for identifying a national model of the tax mechanism that contributes to leveling social inequality in Kazakhstan.
2. To develop a methodological approach to the comprehensive assessment of parameters for the formation of household income and the identification of hidden income, to analyze the taxation system from the perspective of the mechanism for regulating population inequality, to assess the effectiveness and efficiency of tax instruments for their regulation, to analyze the taxation system from the perspective of the mechanism for regulating population inequality, to assess the effectiveness and efficiency of tax instruments for their regulation, to assess the possibilities of reducing fiscal and social risks through tax regulation of income.
3. To develop recommendations and proposals for reducing social inequality through improving the tax instruments for regulating the income of the population and entrepreneurs.

Based on the results of the project implementation IRN AP19678553 "Tax instruments for leveling social inequality in the Republic of Kazakhstan", the following results were obtained: 22 scientific works were published. These include a monograph: Tax Instruments for Leveling Social Inequality in the Republic of Kazakhstan, 127 pp.; 1 section in a collective monograph; 1 article in a journal with a CiteScore percentile in the Scopus database of at least 35 (thirty-five); 4 articles in journals recommended by the Committee for Quality Assurance in Science and Higher Education of the Republic of Kazakhstan; 15 articles in collections of international conferences, of which 4 articles in collections from neighboring countries and 4 articles in collections from far-abroad countries. 3 acts of implementation of research results and 2 copyright certificates (for a scientific article and a collective monograph) were obtained. All sections and tasks of the project were completed, and a final report was submitted to the Science Committee of the Ministry of Science and Higher Education of the Republic of Kazakhstan.

Project goal: Develop a concept for an inclusive labor market model based on a multidimensional approach to studying trends in inclusive employment and the formation of professional identity amid the digitalization of the economy.

Project objectives:   

1. To conduct research on the theoretical and methodological aspects and established approaches that make it possible to reveal the essence, features, and specifics of an inclusive labor market in the context of the digitalization of the economy.
2. Conduct a comprehensive analysis of the state and development of the labor potential of the inclusive labor market in Kazakhstan (regional and sectoral aspects).
3. Develop a matrix of in-demand professional competencies and skills and a concept for developing an inclusive labor market, aimed at enhancing competitive advantages amid the digitalization of the economy.

As a result of the scientific research, new knowledge will be obtained and research approaches will be systematized. The features, factors, and trends of the inclusive labor market (regional and sectoral aspects) will be analyzed. The research results will be systematized, and a scientifically grounded concept of the inclusive labor market, along with a matrix of in-demand professional competencies and skills, will be developed.
