Within the framework of the "Law and Order" project, the Department of Law organized a guest lecture for students of legal specializations, delivered by prosecutors of the Baikonyr District Prosecutor's Office in Astana, on the topic: "Prevention of stalking and countering the spread of synthetic drugs and public-order offences: legal and preventive measures."
The meeting was conducted with the aim of explaining to students the consequences of stalking, the consequences of drug use, and the prevention of public order violations.
The safety of the individual and the maintenance of public order in contemporary society constitute one of the primary responsibilities of the rule-of-law state. In recent years, two pressing problems threatening the rights and freedoms of citizens have become evident: stalking (persecution) and the illegal distribution of synthetic drugs. These phenomena undermine not only the psychological and physical safety of individuals, but also the stability of society as a whole. Accordingly, their prevention, the strengthening of preventive measures, and the improvement of legal mechanisms represent one of the most important directions.
Stalking is the systematic pursuit, harassment, intimidation, threats, or attempts to unlawfully interfere in the private life of a specific individual. Such actions cause the victim to experience feelings of panic and threat.
The Criminal Code of the Republic of Kazakhstan provides for liability for such actions as intimidation, extortion, and illegal invasion of privacy;
The Code of the Republic of Kazakhstan on Administrative Offences establishes liability for minor acts of hooliganism and disorderly conduct.
Synthetic drugs (spice, mephedrone, alpha-PVP, etc.) are artificially produced substances that have a particularly dangerous effect on the nervous system. They are often distributed via the internet, messaging applications, and "hidden symbols" (caches).
Strict liability is provided for these actions:
The Criminal Code of the Republic of Kazakhstan establishes severe penalties for the production, storage, transportation, and distribution of narcotic substances;
The Ministry of Internal Affairs of the Republic of Kazakhstan is the principal authority for combating drug-related crime. Stalking and the distribution of synthetic drugs are complex legal and social problems of contemporary society. Their prevention is not only the responsibility of law enforcement agencies but also the shared responsibility of society as a whole. Only through the improvement of legal norms, the systematic conduct of preventive work, and the enhancement of citizens' legal culture can we ensure personal safety and public stability.
